In making your monthly land Report, you are only required to show changes during the month. Your attention is respectfully invited to Circular No. 10. Head Quarters Bureau R. F. and A.L. Washington D.C. The order calling for a complete Report of lands for September was occasioned by there being no complete report of the lands in possesion of the Bureau.

The Asst Commissioner directs that you employ a confidential person for secret service among the Freedmen in your Dist. untill the 1st day of Jan. 1866. at a cost to the Bureau of not more then (50) dolls. Let the duties of this Agent be to ascertain whether there is any foundation for the fears entertained by a large number of the Citizens of the State,of an insurrectionary movement among the Freedmen. This Agent will forward thru you to these Head Quarters every five days a Report in writing. The Asst Commissioner has no

expectation that there will be trouble but desires that this step be taken so as to fully satisfy himself in regard to the Conduct of the Colored people. You will be particular as to the Secresy of the manner in which this information is obtained. none to know any thing about the matter except yourself and the Agent.
