Norfolk Va Personal Dear Sir, I reply to your communication in regard to the Pay Rolls, of the colored employees at Balfour Hospital for 1863. I have the honor to inform you that I have had diligent search made amongst the papers on file in my office, and cannot find the Rolls. I think enquiries had better be made at the Balfour Hospital. Perhaps you remember what disposition was made of the Rolls, or at any rate, you may be able to inform me, what description of papers they would be likely to be filed with. B. who has been acting as orderly at these Head Quarters, and have respectfully to request that you will cause a man to report for duty in his stead, that can 365 be relied upon, and is not in the habit of drinking. You will at once visit the localities named in said papers and ascertain the sentiments of the people, both white, and black, in regards to these meetings; and whether their object is for the welfare of the Freedmen. You will also see the petitioners, ascertain of what abuses they complain, whether they really exist, if so, you will suggest some remedy. A full and careful investigation of the entire subject is necessary, which having been completed, you will rejoin these Head Qrs. without unnecessary delay I am Maj.
