General,
Enclosed I have the honor to forward for your information, a copy of a communication from Surgeon J J DeLamater, Chief Medical Officer of the Bureau, for the State, asking for an ambulance, with an endorsement of Colonel Wm L James, Chief Q.M. Dept of Virginia. Also a copy of a telegram from Capt Stuart Barnes, A.Q.M. & Supt 2nd District, respectfully [[strikethrough]] asking [[/strikethrough]] asking that some immediate action be taken for supplying the officers of the Bureau with the necessary transportation to perform their duties. Col James informs me that as the orders for the turning in of the transportation (G.O. 146 & 163 C.S. War Dept) comes from Lieut General Grant, he could only issue on the order of the Secretary of War. Col James still declines to order the issue of Q.M. Stores to officers of this Bureau on requisition made under G.O. 147. C.S.A.G.O. untill he can get the decision of the Quarter Master General as to whether or not servicable stores can be turned over under that order. Unless a new order is soon received authorizing the transfer of serviceable stores by the Q.M. Dept. to officers of the Bureau to enable them to perform their duties, the business of the Bureau will be seriously impeded and there will be a great amount of unnecessary suffering among the Freedmen. Requisitions were forwarded to Col James on the 24th inst for his order to issue. Not fully understanding the full meaning of Genl Order 147, he forwarded them to the Quartermaster General for his opinion, which has not yet been given

Head Quarters by the Freedmen of your District that the citizens come to their houses at night and search them for guns. The Asst Commissioner directs that you investigate, and report, if such is the case. if so by whose authority.
