from Capt Wilder in reply to a telegram from me that an officer should be sent at once to King William County. The condition of the freedmen in this county imperatively demands that an officer should be sent to the Court House at once.

Captain,
I have received to day a letter from Maj Gen Howard in which he states that the President has not the power to set apart lands in Florida and that we must wait for the action of Congress. This will delay matters and lose the advantage probably of a cotton crop next season. I would earnestly urge that you use every effort to diminish the population of the thickly settled sections of your District, and not trust to emigration. If cholera should visit the Peninsula in the Spring, as we have reason to fear, its ravages would be terific among the Freedmen.
