Captain I have the honor to enclose three receipt rolls for clothing issued to contrabands in November 1863, and March 1864, by me while A.Q.M. Please obtain Mr. Hands signature, as witness to all and return them as early as possible to these Head Qrs. A.Q.M. and Supt &c - Captain I have the honor to enclose order for transportation No 212. to cover application of James F Johnson, Endorsed by you, 30th December 1865. Com'r Bureau, R.F. & A.L Richmond Jan 4th 1866 Barnes Capt Stuart A.Q.M. & Supt &c 393 Captain Enclosed you will find copy of an application made by G.M. Watkins, for 25 freedmen to go to Washington Co. Mississippi, to work on the plantation of Mrs. Alexander, The Asst. Commissioner directs that you investigate the cases, and if you find it will result in good to the Bureau You will make the application for transportation, accompanied by a list of their names. Commissioner Bureau, R.F. and A.L Richmond Va Jan 4th 1866 Flagg Capt A.S. A.Q.M. & Supt. Captain Cant you get the tenant out of Judge Bakers house withought ejecting him, The Asst Commissioner thinks, if he is a man that means to do right, you need have no trouble. You will Call on him, and explain this defect in his lease. The Bureau could only convey the right that it had in the property, at the time of making the lease - The case is precisely similar to that of property held under a mortgage. The Mortgager renting the property from the 1st December 1867. or the 1st December 1866. the Mortgage is foreclosed; of course the lessee cannot enter into possession, under his lease, as the lessee had no right in the property on the 1st of Jany 1867. It is desired not to make a public affair of this case, as many persons not understanding it might make you troubles, thinking that Judge Baker had favor Shown him. that they could not not obtain; but the case seems perfectly clear. As there may be some doubts, of the legal points made, you will not push the case to an ejectment, without consulting the District Attorney, and getting his approval in writing.
