Supt 3rd Dist Lieut - It is reported that great injustice is done by the Freedmens Court, in your district by exorbitant Charges for costs. The Asst Commissioner directs that you investigate, and report on this matter without delay. The costs in the Freedmans Court, must compare to those in the civil courts.
