Captain,
I learned that your officers on the Eastern Shore, missunderstand their duties so far, as to compell all Freedmen to make contracts through their office- You will immediately correct this error- The instructions from the Asst Commissioner, are too plain on this point, to be misunderstood. The freedmen, are free to make their own bargains, except in cases where they are liable through ignorance to be defrauded. in such cases, Agents are to aid them by their advice. It is only dependent on Government, or vagrants, that you are to require to make contracts- Although it is desirable to prevent trouble hereafter that all should make contracts, it is an inexcusable error, for agents to attempt to force such contracts on freedmen, unless they are vagrants, or paupers-
