Enclosed you will find the statement of Robert Hudgin in relation to the cases of Frank Martin (colored), The Assistant Commissioner directs that you make a thorough investigation of the case, at once. The report does not cover Mr. Campbells part in the transaction. The following is a further statement of Franks. "Frank states that his father told him that he bought and paid for the land. Mr. Campbell acted as his guardian: (a colored man could not hold property in his own name) Fran further states, that his father came to Richmond Va for the purpose of making over the lands to him. (Frank) but states that Mr. Campbell would not give him the right to "do so". Franks father returned home, and soon after "died" Mr. C. turned the old mans wife off the place and sold it.

Col A P Blunt and transmitted by you Nov. 29th 1865 as per enclosed list.
