In your letter of the 18th inst to the Asst. Commissioner, You speak of the freedmen having gone from home seeking employment. In reply to which Col O Brown directs me to say to you, that there is a great demand for labor in the upper counties of your district, and the freedmen must work for the best wages they can get-
