Captain,
There are probably in your vicinity a number of discharged colored soldiers, or the heirs of deceased soldiers, who have not received the bounty retained under General Orders, No. 90. Head Qrs. Dept Va and N.C. series of 1864, the receipt of which would add greatly to their comfort and support.- The Asst Com'r directs me to suggest that you bring this matter before the Freedmen by having notices given in their churches, inviting applicants to your Head Quarters for information. Instructions have already been given in regards to retained counties-

Blank forms for applications for U.S. Bounties and pensions will be sent by mail. On the receipt of any claims for U.S. Bounty or Pensions, the Asst. Com will endeavour to make arrangements in Washington, by which the colored soldiers, or their heirs, may be enabled to obtain their just dues.
I am, Captain
Very Respectfully
