Dear Sir,
I reply to your communication of the 2nd inst. I beg leave to state that the full rations allowed by the government is issued to the children of the Orphan Asylum, and it is not in the power of the Assistant Commissioner to increase the ration.
In reference to "the accomodations" I have offered to Mrs. Gibbons the choice of such as I have in my possession. I had hoped when the orphanage was established, that efforts would be made to keep the number of its inmates at a low figure, by removing them as fast as possible to homes in the North, and apprenticing them for their minority.
The advantages of such a system are too obvious to require argument. I will furnish transportation to Philadelphia as long as the government will allow me to do so. I had not before heard of the bad quality of the

"Indian Meal" I will see that it is at once corrected. I trust you will give the matter of providing homes in the north for these children serious attention. If this cannot be done it will be necessary to apprentice them here. With many thanks for the assistance you have already given us, and with the hope that you will aid us by finding homes for all of these children in the North.

The Asst Commissioner desires me to acknowledge the receipt of your communication of the 1st inst. relative to the property of Wm Richards being taken possession of by Lt Col'n J K Edie 8th Infty. for a Hospital. In reply I am instructed to inform you that, so far as the jurisdiction of the Bureau extends over it the property of Mr Richards has been restored. 
No further action is necessary on your part.

Enclosed you will find copies of ten telegrams, which were refered to Col O Brown. Transportation has been forwarded to Col. Chipman for the cold woman and her eight children from Bristols to Lynchburg.
The Asst Commissioner directs that you inform this Office should she become dependent on the Govt for support when she arrives at Lynchburg.
