We need at least ten (10) more officers. Owing to the muster out of volunteers, we have to "run" all of our own Military Commissions-
We now have seventy eight (78) officers, and one hundred Sub Districts - If you can send us the above named number of officers- we shall I think be able to "get along"

Dear Captain-
I have the honor to acknowledge the receipt of your communication and papers in relation to Bureau affairs at Williamsburg. I have consulted Genl Terry on the subject. He assures me that Major Stanhope will be instructed that it is his duty to aid the officers of the Bureau, and not to interfere with their duties. I hope you will not have any further trouble. Reports came to me from Yorktown and Williamsburg that the freedmen refuse to labor, when fair wages are offered them- I am confident you will do all in your power, to diminish the expenses of the government in this particular- 
I would suggest that it might be well for you to see some one in whom you have confidence, to look after this matter~

The following explanations of the instructions sent with official copy of "Circular Letter" from the War Department, Bureau R F and A.L. dated 10th Jany 1866, is forwarded for your information. The reports mentioned therein, and required, are as follows: Viz 1st Reports of Officers, called for in Circular 10, Series 1865, War Dept- R. F and A.L.- Is required to show all officers doing duty in the Bureau during the month of January 1866. Each succeeding month you need only report of January 1866. Each succeeding month you need only report the alterations that occur, viz: those releived giving the authority, or those assigned giving the authority- 2nd Reports of Civilians (called for in Cir 10, Series 1865. War Dept. Bureau R. F and A.L.)- Is required to show all civilians employed by the Bureau as Asst Superintendent during the month of January 1866- Each succeeding month you need only report the alterations that occur. Those releived &c &c &c. (Form enclosed)
