Captain. 
A Communication in regard to Retained bounties was Yesterday Received from Mr H. C. Percy direct. You will please instruct Mr. P to send such papers through your Office. The letter contained Receipts for the bounties of Nelson Tymes and E Massenburg. The papers of Nelson Tymes, have been forwarded to Washington. I will forward the money as soon as it arrives. In regard to the application for the bouty of E. Massenburg. I beg to call your attention to the following Remark
Viz: A letter from Mr Percy dates 17th January 1866, Reads as follows "Polly Massenburg wife of Esquire Massenburg 37th U.C.T. applies with certificate for his Retained bounty "He is reported dead." Certificates were forwarded through you for the Wifes Signature. They were Returned in a letter from Mr Percy dated Feby 2nd 1866. as follows. Viz "Polly Massenburg could not remember the letter of the Sons Company, but she identifies herself in a Satisfactory manner. The certificates were sent for the wifes signature, and Returned Signed by the Mother. The Asst Comr directs that before the Money can be paid, proof must be furnished this office of his death, and that his mother is the lawful heir. The certificates signed by Polly Massenburg have been destroyed. Others will be forwarded when the proofs of title is furnished. Massenburgs certificate of retained bounty is on file in this office, and will be returned if Called for.

The Asst Commissioner directs me to inform you that your action in the matter of an injunction, in the case of Simpson. VS. Bowman Reported heretofore to this Office, is approved. You are now directed to bring the claim of Simpson for proper deed of land &c against Bowman before your court, and decide upon it of itself. Pending the decision of the Court in the matter. You are advised neither to amend, nor dissolve, the injunction already granted forbidding sale of any part of the property in possession of Bowman or his Wife.

In reply to Your Communication of the 8th inst. I have the honor to enclose, by direction of the Asst Commissioner, a copy of Circular Letter Bureau R F and A. L. Washington D.C. of date Octo 4th 1865
The 1st and 2nd Paragraphs of this Circular give you all the information necessary. The Asst Supt. of the District in which you Reside is the proper person to give you detailed information. He is made by this Circular guardian of all orphan (minors of Freedmen) in his District, and as Such has power to apprentice them.

I am directed by Col. O Brown to inform you that, if Freedmen are allowed to trade, it is presumable that they have the protection of the State laws, and Should therefore pay the Tax. You will therefore notify the parties interested at once, to prevent them from getting into troubles.
