It has been reported to these Head Quarters that Dr or Capt. Cheatam of Chesterfield County has directed the disarming of the Freedmen in that County.
The Asst. Commissioner desires to know if Dr. or Capt. Cheatam is an Officer of the U.S.Army, if so under whose orders he is acting. If not an Officer of the U.S.Army and found guilty of disarming the Freedmen, you will cause his arrest, forwarding him to this office.
