General,
I have been informed that a number of sutlers are congregating at City Point, in expectation of the arrival of colored troops to the mustered out. -
Feeling that the congregation of these sutlers at that point, can result in nothing but pecuniary loss to the troops, more especially after muster out, they being then without special Military protection - I therefore respectfully request that all such persons may be removed from the vicinity of City Point.

I have the honor to request that your excellency inform me whether any provision is made by existing laws for the support of the indigent Freedman of the State of Va. And if no, whether such provisions will probably be made by the present Legislature.

I have the honor to request that you will again call the attention of the "Overseers of the Poor" of the County of Henrico to the fact that the government is supporting a number of destitute freedmen, residents of Richmond - and to know whether they have made any arrangements for their support. - 
You will call attention to the communication of Saunders Prest C. C. Richmond date 30th. Nov. 1865 - in which he stated that they would arrange for the care of the destitute of both colors.
