It having been reported to these Head Quarters that there are a number of houses of Ill fame in the vicinity of City Point and Bermuda Hundreds occupied by Freedmen.
The Asst. Commissioner directs that you give this matter your attention at once by breaking up all such houses.

The Asst. Commissioner directs me to say that a letter was sent you on the 10th ult. to the effect that the Attorney General had decided that if Freedmen be allowed to trade, it is presumable that they have the protection of the State Laws & should therefore pay the taxes. And directing that you notify the parties interested without delay.
I am further directed to say that complaint is made by Levi B. Moore Sheriff, that Lieut Massey Asst. Supt. at Yorktown refuses to render him assistance in the matter, stating that he has been instructed by you not to allow the collection of such taxes.
If you have given such orders of instruction you will please countermand the same at once.
