Captain,
Mr Percy's letter of the 16th instant endorsed by you, was duly received with enclosures.
I have the honor to enclose vouchers for signature by James Bright, Albert Shelly, Charles Mays, Edward Sparrow, Samuel C Jubilee and John Nell.
I also send vouchers for the signatures of John N. Nell, George Nell and Arthur Webb.
Their certificates were presented by John Webb the father with verbal instructions to collect for them - This is not sufficient.
Their papers must be signed by the parties themselves and the money paid to them; unless they empower some one to collect it for them and to receipt for it which power must be witnessed by the Asst Superintendent for the parties signatures and the money transmitted through him to them.
On the cases of William Upshure and William Jubilee, deceased, vouchers for which are enclosed for their widows signatures.
The same power is required as in the "Webb" cases

or the vouchers and money can pass through the hands of the Assistant Superintendent.
In the cases of Lewis Johnson Co "K" 1st U.S.C.C. who claims $300 deposited in the hands of Gen'l Wild to be put in Captain Brown's Bank- (The Norfolk Sav Bank) Mr Percy will be able to inform him if his name appears on the books of that Bank. All the money received by Col. Brown, was deposited therein.
If this name does not appear, it would be well to get a sworn statement of the facts, and forward the matter for investigation to these Head Quarters. I find that Lewis Johnson has $100 retained bounty due - vouchers are enclosed for his signatures - which when returned must be accompanied by proof of identity and affidavit to the facts that he never received, or has lost his artifact of retained bounty.
