Your attention was called on the 12th of February to the provisions of Circular No.2. C.S. from these Head Quarters with request that you "comply with the same at you earliest convenience"
You are informed that S.O. No.14, series of 1866 from the 6th Dist. (assigning Act. Asst. Surgeon R.N. Atwood to duty) is the only order or Circular of the present series, received at these Head Quarters, and you are again requested to comply with said Circular (a copy of which is enclosed) immediately.
