Captain,
It has been reported to Major General Howard Commissioner, that large numbers of freedmen are seen in idleness about the streets of Norfolk.
You will please examine into this matter, see that the Intelligence office at Norfolk work with efficiency, aid it by all means in your power, and urge the unemployed into regular employment. Also report progress.

Sir,
I am directed by the Assistant Commissioner to acknowledge your communication of 20th inst. inquiring to what degree Circular No. 10 will affect your practice by turning over criminal cases to the State Courts.
This is a matter wholly beyond the jurisdiction of the Bureau.

The Court which tries a case must be allowed to make its own rules for the admission of attorneys or counsel practicing before it. I do not see in what manner the Bureau can assist you in the premises.

I am instructed to answer your communication of 23rd instant which has been forwarded to Dept. Head Quarters-
Dr Timothy E. Wilcox Asst. Surgeon Vols has been recently directed to establish a Hospital at City Point with 100 beds.
You are however authorized to employ such necessary assistance for vaccinating at the point hospital as you may find necessary.
