In reply to your communication dated 26th inst., in relation to the case of Susan Jolly (colored). I have the honor to inform you that your communication dated January 25th, was referred to Captain C.B. Wilder for investigation and report - it has not been returned - I have requested that General S.C. Armstrong forward the report as soon as possible

General,
I am directed by the Assistant Commissioner to inform you that Mr Thomas Harvey has called upon me with the following statement.
He desires to employ two hundred (200) colored laborers at building railroads in North Carolina, men to be on the ground about middle of April, to be paid $1.00 per day.
He to furnish their transportation and deduct the amount from their wages.
He promises also to transport the families of the laborers, place them in proper cottages with sufficient land, and furnish provisions sufficient to start them.
The duration of the work will be from one to three years.
Mr Harvey gives good reference and makes fair promises. It seems to give a good opportunity to get some of the surplus population from the Peninsula.
By selection there might be five hundred souls thinned out from dense localities, to their great advantage.
You will please give your attention to the subject and endeavor to secure the number of laborers required.
The Assistant Commissioner has great hopes from the enterprise and trusts that nothing will be neglected to forward it.
If further information is necessary it will, if possible, be attained for
