The Asst. Commissioner directs that you revoke the order issued by Capt. C.B. Wilder A.Q.M. and Supt. dated February 3rd 1866, which orders "that the Civil authorities in and around Williamsburg or anywhere within the Ninth District, shall not enforce the collection of taxes against negroes, nor sell any property for the collection of the same."

Dr Thomas D. Warren Edinton N.Ca. will call on you in a day or two, relative to his property on the Peninsula.-
The Dr. seems very desirous to have his property restored and says he will enter into any arrangements with the Bureau that will be for the best interest of the Freedmen.
The Assistant Commissioner authorizes you to act in the matter.

General,
I am directed by the Asst. Commissioner to state in reply to your inquiries of the 29th ult. that they the Freedmen, were to receive one dollar per day for one or two years, with gardens and cabins furnished free.
The expenses of the journey to be deducted from their pay.-
The best way will be to find enough (say three hundred) that are willing to go when the contractor arrives, see them with him and make suitable bargains.
The labor is building railroads.

The Assistant Commissioner directs me to say that he approves your plan of sending women and children into the country and hopes you will urge forward all of the plans proposed in your letter of the 28th ult.-
In the matter of Industrial Schools, he suggests that they could be of but temporary value, and should not be allowed to interfere with your plans of reducing the population on the Peninsula.-
