Sir,
In reply to your letter of the 29th ult. I would state that our examination it was found that the mill had been "taken up" on Quarter masters Papers, thus placing it beyond my power to restore it.
I then forwarded your papers to Major General Terry commanding the Department, recommending that the property be restored to you.
General Terry forwarded the papers to General Mead, from him they went to Maj. General Howard Comr., they were then returned to me for further information which was given. I think the mill will be restored.-

In answer to your letter of the 24th ultima, which reports that much suffering exists among the Freedmen, inmates of the "Poor House" in Bedford Co. in consequence of the civil authorities not having made any provision for them.
The Assistant Commissioner directs that you issue rations to the persons referred to in your communication of the above date.
