Captain,
The Assistant Commissioner directs me to call your attention to the fact that there is in Norfolk Va. a man by this name of Brown, who claims to be a special agent of the Government.
This man Brown is assisted by a colored man, who wears a uniform and claims to be an officer of the Pay Department, in obtaining the accounts of Colored Soldiers against the Government, for bounty &c.
You will please confer with Col. White, editor of the True Southerner Norfolk Va. in relation to this matter, and take such steps as may be necessary for the protection of the Freedmen.
