The "True Southerner" of 5th inst. reports a "meeting held by the colored people of Portsmouth on the 15th of February 1866 in which they passed several resolutions condemning some officers of the Freedmens Bureau, and asking Major General O.O Howard to redress certain wrongs they were suffering.
The Asst. Commissioner directs that you inform these Head Quarters to whom the resolutions refered and the motion of the sufferings to be redressed.
