The Asst. Commissioner directs that you apply to the Military Commander of the District in which the murder of the freedman Bennett McCord occurred, to arrest the party accused of the crime, and that you will report the result of the application to this office.
You will also instruct Mr. John P. How Asst. Supt. that the Bureau will protect the freedmen, and that the jurisdiction of the Bureau is not interfered with by the President's proclamation also to explain the case of the negro being released on bail by paying costs.

This county is in the opinion of the Asst. Commissioner one of the worst localities in your District, and he can see no good reason for it being without a competent Asst. Supt. when you have officers enough under you to assign one to each county.
Immediately upon the assignment of a proper officer to Surry County, you will visit the County yourself personally, and learn what are the difficulties in
