Qrs. why the matter of wages between the Freedmen and the whites has not been settled for the past year in the Sub District under charge of Lt. R. Wentworth Asst. Supt. Very Respectfully Your Obed. Commissioner directs that you apply to the Military Commander of the District in which the murder of the freedman Bennett McCord occurred, to arrest the party accused of the crime, and that you will report the result of the application to this office. You will also instruct Mr. John P. How Asst. Supt. that the Bureau will protect the freedmen, and that the jurisdiction of the Bureau is not interfered with by the President's proclamation also to explain the case of the negro being released on bail by paying costs. Supt. the best officer in your District wo can be spared from his present duties. This county is in the opinion of the Asst. Commissioner one of the worst localities in your District, and he can see no good reason for it being without a competent Asst. Supt. when you have officers enough under you to assign one to each county.
