I have the honor to report that it will in my opinion be necessary to furnish rations and assistance to the freedmen until another crop shall be harvested.
The necessity for furnishing such assistance at present exists on account of the inability in some cases and disinclination in others of the civil authorities to care for the poor and indigents among the freedmen.
The operations of the Bureau have not been to any extent opposed or aided by the white people.
The assistance that has been rendered has been from the better class of citizens.
