Has Mr. Tucker the notary public filed a copy of his commission with the Pay-Master General? If not, his official character must be certified to, before a clerk of a court of record, under seal- I think it would be advisable for Mr. Tucker to file a copy of his commission with the P.M. Genl.-
The other applications will be retained until we hear whether (or not) Mr. Tucker decides to file a copy of his commission with the Pay-Master Genl.
