Colonel, I have the honor to request that the buildings known as the "Confederate Naval Laboratory" be turned ove to Capt. George Q. The Assistant Commissioner directs that you will inform this office, why the burning of a school house on the Eastern Shore of Va. has not been reported to this office. Very Respectfully Your Obedt. General, I have the honor to return herewith the "Declaration for Bounty" with "Discharge" of Samuel Sutton Prv. Company "J" 36th U.S.C.Inftry. - The papers were received from Washington this morning, the following is an extract from the letter of transmittal - viz: "It will be seen by reference to printed extract from Paymasters Manual that this man is entitled to $100. bounty and not the $300. "Recruit" bounty having enlisted prior to October 24th 1863 - unless positive that the man was mustered on the rolls as free on or before April 19th 1861 - additional affidavits of two disinterested persons should accompany the application, setting forth the fact that he was free on or before that date, and stating how their knowledge of such fact was derived. To ensure a favorable 229 consideration of claims of this nature, a strict compliance with the requirements of the Paymaster General should be observed." The Asst. Commissioner directs that in future applications for Bounty or Back Pay, the "Requirements of the Paymaster General" and "Extracts from Paymaster Manual" be strictly and carefully complied with. Captain, The following extract from a letter from the War Department Bureau R.F. and A.L. is forwarded for your information - viz: "unless positive that the man was mustered on the rolls as free on or before April 19th 1861 - additional affidavits of two disinterested persons should accompany the application, setting forth the fact that he was free on or before that date, and stating how their knowledge of such fact was derived. To ensure a favorable consideration of claims of this nature, a strict compliance with the requirements of the Paymaster General should be observed." The Asst. Commissioner directs that in future applications for Bounty or Back Pay. the requirements of the Paymaster General and "Extracts from Paymasters Manual" be strictly and carefully complied with - The requirements in the above extract from General Howards letter, will also be carefully complied with in all cases where the man was free before or on April 19th 1861.
