Most of the answers to Circular No. 15 from your District do not apply to the levy of taxes in 1866. This is chiefly because the levies are generally reported as to be made at a time later than when the answers were prepared. You will instruct the several Asst. Supts. to consider the requirements of the Circular to be uncomplied with until a full response to every interrogatory applying to 1866, has been made and forwarded, which should be done at the earliest opportunity.
The answer from Southampton County and Norfolk City appear to apply to  1866 but are not perfect.
