The following extract from a letter from the War Department Bureau R.F. and A.L. is furnished for your information and guidance viz:
"The following facts respecting the muster- in

"and out of service of the 2nd U.S.C.Cavalry, communicated by the "Paymaster General are hereby furnished for your information- viz:
"The officer who mustered the Regiment into the service, mustered "the men (through mistake) as free- The officer who mustered- "out the Regiment, corrected this error, and mustered the men as out "escaped slaves"- The strongest proof of freedom "i.e. a certified copy of the Court record, or if that is not "obtainable, the affidavits of two white persons should accompany "all claims for bounty of men formally of this organization, who "enlisted prior to July 18th 1864."
