The Asst Commissioner being convinced from official report that Magistrates in the County of Elizabeth Cty, refuse to entertain complaints made by colored persons.
It is ordered that in said County, sections 2nd, 3rd, 4th,

5th, and 6th of Circular No. 10. Hd. Quarters Asst. Comr. State of Va. dated March 12th 1866 be and are hereby revoked.-
Upon and after the receipts of this order the Asst Superintendent of Elizabeth City County will be governed by instructions promulgated in Circular Letter issued from Head Quarters Asst. Comr. State of Va. dated Sept. 27th 1865.
