I am directed by the Assistant Commissioner to acknowledge the receipt of the communication dated June 13th enclosing claims for U.S. Bounty &c made by tho following persons viz: Samuel Johnson, Richard Kelly, Columbus Butler, Samuel Sutton, Isaac Curtis, and Matilda Haskins for John Haskins -
They have all been forwarded to Washington with the exceptions of Isaac Curtis which is returned for a copy of his free papers, or the affidavit of two white citizens, as to his freedom

I am directed by the Asst. Commissioner to acknowledge the receipt of your communication dated 21st inst. relating to "bounties for the Navy", and "certificates of freedom" required by the War Department &c.
The following extract from letter from the War Department, Bureau R.F. and A.L. Washington D.C. dated 15th May 1866 answers fully your questions regarding Navy Bounty - viz:
"No bounty is allowed to persons enlisting in the Navy prior to July 1st 1864, unless they were transferred from the Army to the Navy -  after July 1st 1864, the same bounty was allowed to persons enlisting in the Navy as to those enlisting in the Army."

Regarding the "certificates of Freedom" required in the case of members of the 2nd U.S.C.C. it is thought that white men might be found to certify to the freedom of the men who claim to have been free on or before the 19th day of April 1861 - or that a certified copy of the Court record might be obtained.
Blanks [[?]] for Navy claims have been forwarded by todays mail. You will please acknowledge receipt.
