The following is an extract from the report of Lt. Isaac S. Wodell for the month of June, in compliance with Circular 6 from these Head Qurs – viz: –
"There has been a decided change in the actions of the whites towards the freedmen in the county of Campbell during the month – "Outrages by the whites upon the freedmen are of daily occurrence – "In most cases where the freedmen have contracted for the year, their employer contracted to furnish them with the necessary provisions "for themselves and family- Many of the Freedmen are now "informed by their employers, that their provisions are getting short, "and that they cannot furnish them any longer – The freedman "having worked thus far, without any other recompense than "nearly enough to keep himself alive, must have money to buy bread or seek some other place to work – "If he asks for the money "that he has earned, he is informed that they have none for him, and if he dares to ask for a settlement and says that "he must find work where he can get bread, he is called imprudent and after receiving a severe beating is kicked off the place without one cent for his labor, often without being allowed to take his clothes, and threatened with death if he returns – The Freedmen are doing well where they are unmolested" —
The Asst. Commissioner directs that you make a thorough examination of these cases and report – the utmost care will be taken in this examination
