I am directed by the Asst. Com'r to return the "Discharge" and "application" of George Phillips, late Sergeant Co. "B" 2nd U.S.C. Lt. Arty. — They were returned from Washington to-day with the following remarks viz: — "The Adjutant General reports that there is no evidence on the rolls, showing that this man was free on or before April 19th, 1861.— Therefore proof of freedom, as in the case of men of the 2nd Cavalry, will be required."-

In reply to your communication I have to state that it is impossible for me to pay the account to which you refer, without a Certificate from the Officer that employed you, that the service was rendered. I regret that you have been to so much trouble to collect what I believe to be your just dues. I do not know how your Claim can be paid without the certificate — I think you could hear of Col. Kinsman's whereabouts by addressing a line to General B.F. Butler.
