that Circular and take such means as are at their command to notify them of the change in their condition, caused by the Act passed on Feby. 27th and of the order relative to the matter. Notification that they are expected to report and be registered, must be made to them through their churches and schools, and by the officer himself.
Blanks for registry will be forwarded in a few days, and the work must be commenced immediately.
Your attention is also called to the fact that the cases in which injustice is shown to Freedmen (mentioned in your report as being the case in Smythe Co.) should be immediately reported to this office.

Commissioner to enclose the "Application" for U.S. Bounty, and "Discharge" of James Thompson, which was returned from Washington for the following reason viz: "By an arrangement of a recent date, the claims of colored soldiers for arrears of pay, bounty &c, will hereafter be adjusted at the 2nd Auditor's Office - as the Notary Public, before whom the enclosed declaration was executed, has not filed his commission, or a certified copy thereof, in that department, his seal and signature must be verified by the certificate the Clerk of a Court of Record."
