Commissioner directs me to call your attention to the fact that application has been made to this office for transportation for orphan Freedpersons, without the State- the applicant stating that he had been directed by Lt. B.C. Cook to make his application to these Head Quarters- It is the duty of Lieut. Cook to make the application himself in writing to the Dist. Supt. and not to direct parties here to make personal application.

I am directed by the Asst Commissioner to call your attention to the fact that by instructions of May 21st, able bodied freedmen can be furnished with rations in the counties in which they belong, if they cannot find employment.
They should be sent from Elizabeth City as fast as possible and none who do not belong there should be fed.
