No colored soldier who enlisted prior to July 18th 1864, is entitled to bounty, unless free April 19th 1861 - after July 18th 1864, all colored soldiers who enlisted, are entitled to Bounty.
The "Declaration" enclosed can be modified in cases of men Enlisting after July 18th, 1864, by leaving out the part relating to freedom & muster on the rolls; such information not being required in their cases.
It would be well to send with applications for Bounty, claimed by men who were free on or before 19th April 1861, a certified copy of the Court record, or if that is not obtainable, the affidavit of two white persons as to their freedom.

I am directed to inform you that application has this day been made for a detail of (2) two non-commissioned officers and ten (10) enlisted men, to report to Bvt Maj Stone Asst. Supt at Suffolk, for duty to assist in maintaining order in his Sub- District.
You will instruct Maj Stone that the Asst. Commissioner will hold him strictly responsible for the discipline of the men composing the detail and that upon any breach of discipline, the offender will be immediately sent to Maj Stanhope 12th U.S. Inftry at Norfolk with charges preferred against him.
