You will immediately forward to Brevet Col. George W. Balloch, Chief Disbursing Officer, Bureau R.F and A.L., in accordance with Par. 4 Circular 9 C.S. War Dept, Bureau R.F. and A.L. all monies belonging to the "Refugees and Freedmans Fund" now in your possession, or in the hands of the Sub: Agents of the Bureau in this Department, excepting the sum of six hundred dollars ($600) which you will reserve for the purchase of shingles for school house at Hampton Va.
