Captain,
I am directed by the Asst. Commissioner to forward you an additional copy of Circular No. 7 C.S. Bureau Hd. Qrs. - Further instructions have been expected in regard to the provisions of said Circular, but none have been received - As the time is rapidly passing in which the freedmen have the privilege of locating "homesteads" under the Act of Congress contained in the within Circular, you will ascertain as soon as possible the number who desire to avail themselves of its provisions.

The Asst. Commissioner directs that you make such arrangements as you can at the earliest moment with Mr. Taylor relative to the crops and Freedmen on his Farm and that you move the Hospital and School House thereon, forthwith to Norfolk. It is supposed that the most convenient mode to do this would be by water.
Capt. T.G. Whytal, A.Q.M. has been directed to forward you with the necessary assistance.
Bvt. Brig. Genl. W.L. James Chf. QM. Dept Va. has directed Lt May, Post Quartermaster at Norfolk to receipt to you for the wood before referred to.

I am directed by the Asst. Commissioner to acknowledge the receipt of your communication of July 21st enclosing applications of Richard Barnes, Peter Rickman, and Austin Barnes for retained Bounty.
The application of Peter Rickman has been forwarded to Washington - the others are returned for the following reasons - viz:
Austin Barnes - Date of enlistment wrong.
Richard Barnes - This man has already been paid - His application was forwarded on the 5th May by Capt. A.S. Flagg - On the 11th May a check for $108.33/100 was forwarded Capt. Flagg in payment of this man's Bounty.
