I am directed by the Asst. Commissioner to acknowledge the receipt of your favor of 4th inst. enclosing applications for retained Bounty by George Spencer, Henry Copeland and Edward R Pitt 
The application of "Pitt" is returned herewith for the following reason- viz: The man's name does not appear on our lists. Also that General Order No. 90 Hd. Quarters Dept. Va. & N. Ca. is dated August 4th 1864 - 
Under its provisions 1/3 of the  State Bounty paid  recruits by State Agents, was retained on the muster-in of the recruits - On Examination you will find that Pitt was mustered into service (8) eight months previous to the issue of the order under which he claims to have had Bounty retained.

Jone's application has been forwarded to Washington- 
Rosetta Fulford's application is herewith retained for the certification of some respectable white person that she is the heir  of Edward Fulford - (deceased)- The date of month of her son's enlistment is required also.
