On the 22nd Oct. 1865 an order was 
issued from these Head Quarters directing Superintendent to forward all applications for reserved Bounty to this Office- This Bounty was retained (under General Order No. 90, Hd. Qrs Dept. Va. & N. Ca.
dated August 4th 1864) from colored recruits on their muster into the U.S. Service, and was 1/3 of the Bounty paid by State Agent- 
Through the agency of the Bureau this Bounty is now being returned to the men whom it belongs, or to the heirs of the

deceased soldiers.-
Very few have so far applied for their money. Only one application for retained bounty has been made from your Dist. since the establishment of the Bureau, that one was through Mr. Seip. 
There must be many soldiers, or the families of soldiers, in your District who have retained Bounty due them. I think it would be very desirable to bring this matter before the people through their churches.-
The retained Bounty held by the Bureau is due colored men who were mustered into service in the Dept. Va. & N. Ca., between August 4th 1864 and the end of February 1865.
A letter was forwarded to Capt. Wilder on this subject- January 29th 1866.
It is desirable that you or your Asst's. should see the applicants discharges, in order that the date of enlistment, or muster in shall be correctly given in the application, and also that the identify of the applicant may be fully established.-
Enclose (10) ten forms of application, embracing Power of Attorney.-
