The Asst Commissioner directs me to inform you that the consequence of the civil authorities having taken cognizence in the case of Saunders Harvey (cold.) v.s. J.K. Minifee (white), the instructions contained in endorsement of July 21st 1866, from this office will not be occurried into effect.

I am directed by the Asst Commissioner to acknowledge the receipt of your communication dated Aug. 11th 1866 enclosing the "Discharges" and "applications" for U.S. Bounty by Charles Griffin, Thomas Lee, Harrison Allen, Norman Pleasants, Peter Stewart, and James Thompson.
The papers of Peter Stewart are returned for the signature of another witness to Stewart's mark.
The papers of Harrison Allen are returned for the signature of another witness to Fosters mark. It is presumed that Allen was not free April 19th 1861, if so, it would be well to say so in the Declaration.
The other applications have been forwarded to Washington
