General,
Referring to your endorsement of 22d inst on letter of J.H. Zelie, Agent &c, relative to the suffering for want of clothing for women and children, you are respectfully informed that Bvt. Brig Genl. Geo W. Balloch, Chf A.D.O. of the Bureau, has been recommended to place in your hands two thousand dollars ($2000.00) for the purchase of articles of clothing to be distributed among destitute women and children, as prescribed in the "Bureau Officers Manual", page 28F.
