General,
I am directed by the Commissioner to invite your attention to Par 2, Sec 4 of Circular No. 10 Series of 1865 from this office, requiring Asst Commissioners to forward copies of all orders and Circulars as issued, and to request that, during the present year, the requirements of that Paragraph may be fully complied with.

The following numbered circulars and orders issued from your Head Quarters are required to complete the files of this office for the year 1866.

Please forward them to this office as soon as possible. 

Circulars No. 12, 11, 13, 23, 28, 30, 32 and all issued subsequently.
