Bureau of Refugees, Freedmen, and Abandoned Lands,
Washington, January 10th, 1867

Mr. R. S. Lacy (late Captain and Assistant Quarter.
Master. U. S Volunteers) is hereby appointed an agent of, and continued in the service of, the Bureau of Refugees, Freedmen and Abandoned Lands for the State of Virginia, under section 4 of the "Act continuing in force the Bureau", passed July 16. 1866.; and, under the provisions of the said section, he will receive the same compensation as is now provided by law for the grade of Captain and Assistant Quartermaster, which rank he formerly held.

This appointment to take effect December 1. 1866., (the date at which he commenced service) and to remain in force, until revoked by orders from this Office.

The Oath required by Act of Congress, passed July 2, 1862., will be taken and filed in the Office of the Assistant Commissioner of this Bureau for the State of Virginia.
