Office of the Auditor of the Treasury For the Post Office Department, Washington, Jany. 18, 1867. My dear General, A matter has just come to my notice which may possibly be within the proper jurisdiction of your bureau. As I do not know the name of your assistant at Norfolk I take the liberty of requesting a reference through your office. Edward Long a colored man who lived in Dodge Lane, Norfolk, Va., was arrested and imprisoned [[strikethrough]]on[[/strikethrough]] as he says by the civil authorities on account of alleged participating in the events of 16 April 1866. He was pardoned and released in August and now resides here. At the time of his arrest he owned a horse & truck
