Major General Howard, Commissioner, having satisfied himself that the application of Mr. J.W. Bendurant for Government transportation for James Mitchel and (99) ninety nine others, destitute Freedpeople, should be granted - directs that the enclosed transportation orders be delivered to Mr Bendurant on the filing of the bond, completion of the contracts and delivery of the lists required by the Regulations of this Bureau; and that the transportation orders forwarded to you for the same parties, by endorsement of 30th ulto, from this office, be returned for
