Respectfully referred to Bvt Maj. Genl. J.M. Schofield, Asst. Commr. Bu. RFAL for Dept. of the Potomac (inviting attention to enclosed communication from Maj. Genl. O.O. Howard of this date 26th Feb., official copu of telegram of 18th inst. and of letter of Bvt Maj. A.P. Ketchum A.A.A.Genl. of same date, informing the Asst. Commr. for the Dept. of the Potomac of the suspension for 60 days of the provisions of Circular No. 3 C.O.B.RFAL. so far as they relate to the 5th District & Princess Anne County, Va.)

If the public interests require a further suspension of the provision of this circular embracing a larger territory than that already designated it is respectfully requested that the Assistant Commissioner for the Dept. of the Potomac will indicate the territory that should be this exempted.
