Herewith is respectfully transmitted Transportation for Charles Payden and thirty (30) others destitute Freedpeople from Norfolk Va. to Pine Bluff, Ark.

A copy of the application of Mr Geo. Loring as partner and agent of J.D Blackburn with copy of endorsement of Maj. Genl. O O Howard Commissioner, is also herewith transmitted for your information.  The bond and contracts filed in this case are also enclosed.

The transportation herewith transmitted will be delivered to Mr Geo. Loring, when he shall have complied with that part of the Regulations relative to the filing of quadruplicate lists, &c.  Blanks for copies of the transportation orders are also enclosed - It is suggested that it is unnecessary to
