Your communication of the 15th inst. with enclosure addressed to me at Norfolk has been forwarded to me here. In regard to the property of Thos. Williamson I would say. 1st the title to the same during & before the war was in Wm Williamson the father of Thomas - the father Wm Williamson was a Chief Engineer in the Federal Navy prior to the war but went "with his state" into the rebellion & fought it out to the end. While Thomas the son remained true to the "old flag" and is still a Chief Engineer in our Navy. The property in question was Libelled for confiscation in the U.S. Dist Court at Norfolk in 1864 or 5 as the property of Wm Williamson. Thomas appeared in Court & claimed the property upon the ground that he had paid for the property or nearly so & that the equitable title was in him and proofs were introduced which
